Attorney Profile

Chuck Felmlee spent 17-years as a criminal prosecutor primarily in the Central Virginia area. The following is a list of the official titles he held and the jurisdictions in which he worked.

2000 – 2002 Assistant Commonwealth’s Attorney in the City of Lynchburg

2002 – 2004 Assistant Commonwealth’s Attorney in Henrico County

2004 – 2015 Deputy Commonwealth’s Attorney in the City of Lynchburg

2015 – 2017 Chief Deputy Commonwealth’s Attorney in the City of Lynchburg

 

Over this time period, Chuck has tried thousands of criminal cases before juries and judges.

He served as:
the chief General District Court prosecutor over all misdemeanor offenses;
the chief firearms prosecutor in Henrico County;
the chief drug prosecutor in the City of Lynchburg;
the chief DUI prosecutor in the City of Lynchburg;
was a supervisor for crimes in the Juvenile and Domestic Relations Court;
was a supervisor for all adult crimes in General District and Circuit Courts; and
the Chief Deputy Commonwealth’s Attorney for the City of Lynchburg.

From 2006 thru 2015, Chuck served as the chief drug prosecutor for the City of Lynchburg. In this capacity he worked closely with the Vice and Narcotics division in the investigation and prosecution of drug distribution offenses. During this time period, Chuck was responsible for indicting well over 500 drug dealers and secured a conviction rate of better than 99% in these cases.

From 2004 to 2017, Chuck played a role in every homicide investigation that took place in the City of Lynchburg. Either through the initial stages of an investigation, making the charging decisions, prosecuting the case, or working on the appellate briefs, Chuck worked closely with the Lynchburg Police Department’s Criminal Investigative Division.

From 2015 to 2017, Chuck served as the chief DUI prosecutor for the City of Lynchburg. With a caseload weighted heavily with DUI offenses, Chuck prosecuted multiple DUI cases every week in the General District and Circuit courts.

Over a 5-year period from 2008 to 2013, Chuck served as a Special Assistant United States Attorney (SAUSA) with the United States Attorney Office in the Western District of Virginia. As a SAUSA, Chuck worked alongside federal prosecutors primarily on drug-related offenses arising out of the Lynchburg area.

As can been seen from this vast criminal experience, over a 17-year prosecutorial career, Chuck has prosecuted or been involved in investigations for nearly every possible Virginia criminal offense.
